Annual patterns for October application numbers change for the first time since 2016

Typically, we would expect to see a rise in the number of applications submitted in October when compared to September, however, this year continues to surprise us. It’s the first October since 2016 that we’ve seen application numbers drop below those received in the previous month, rather than increase.

Residential proposals submitted using the Full Planning and Outline application forms

With nine months of 2021 passed, we thought it would be interesting to take look at residential proposals submitted during this time using the Full Planning and Outline forms.

When completing the Full Planning and Outline forms, applicants are required to provide information on residential units (including conversion) and whether proposals include the gain, loss or change of use of residential units. If this is the case, further details are then captured on the total number of existing and proposed dwellings that exist at present, as well as the number after the development is complete, by housing category and dwelling type.

Whilst the above data is captured on all forms, there is a difference between the national online Full Planning and Outline forms in England and the London Borough authorities. In light of these differing data requirements, the following analysis looks at the national residential submissions excluding London.

Local Planning Authorities: planning applications in the North East of England

In our last Planning Market Insight Report, we took a closer look at application submissions in the North East of England.

There are twelve Local Planning Authorities in the North East of England, plus the Northumberland National Park Authority, all of which fall within the four counties of County Durham, Tyne and Wear, Northumberland and part of North Yorkshire.

Levelling up and the delivery of planning reform

September has been quite the month for the UK. There has been a nationwide shortage of fuel, creating long queues at the pumps and putting pressure on the manufacturing industry; the furlough scheme has come to an end after 18 months, with roughly one million people still benefiting from it throughout September 2021 (down from nine million in May 2021*) and the Bank of England predicting a slight rise in unemployment in the coming months; and finally, the end to the stamp duty holiday. There is no question amongst experts about the impact the stamp duty holiday has had on the housing market, with estate agents reporting a surge of interest in March and beyond as people rushed to complete deals before the end of the scheme.
