Small but significant change to 1App paper forms

In response to your feedback we have now adjusted the forms for printing so that the heavy dark bands have been significantly lightened. This will hopefully save your ink and time. At the same time we have slightly darkened previously greyed out text to make it more visible.

Just to give you an idea of the work we are undertaking on the forms at any given time here is just one of the current work boards our techies are referring to.

Planning & Building Control – crossing the divide

As any of you who have read our Business plan will no doubt already know (what do you mean you haven’t!) we would like to do for BC what we’ve tried to do for DC. I hope you will have noticed the integration of Building regs within the Interactive House and the fact that you can download all the approved Docs for nothing as a start.

However we hear regularly from agents that we should do more than we are doing and we talk often with the good folks at LABC, Submitaplan and others about developing things further.

Before we make our next steps though I’d like to invite your feedback on where you feel we can best add value or indeed where we should leave well alone.

Forward Look – planning applications in 2009/10

I’ve been polishing my crystal ball and trying to envisage what’s going to happen to planning application numbers over the next 12 months. It’s business plan revision time and frankly I’m stumped.

In common with all great managers (!) I like to set SMART goals but with all the lovely data from the last 6 years now practically worthless it’s a little tougher to do. The canny way forward is to continue to set an increase in the percentage of online to offline applications but the salesman in me wants to see the money (metaphorically speaking).

Given that overall application numbers are down by an average of 30% over the last few months, what do you think will happen over the next 12 months?

It will be interesting to compare the view from different points in the process.

Pre-App Advice

I’ve been sent a link to a form on the Maldon website that asks for a simple set of information that will enable them to give informal (and free) advice aswering the question "Do I need Planning Permission"

It looks good to me, how common is this approach and are there any practical issues to prevent widespread adoption.

What makes a good LPA web site? – UPDATED

One of the Killian Pretty projects we’ve picked up asks us to identify and promote excellent LPA websites.

I’d be very interested to hear your views on what a good local authority planning web site contains and some examples of best practise. I’m happy for those of you at LPAs to blow your own trumpet and I’ll moderate out any intemperate responses.

THE NEW BIT
We are now enhancing our research on this project with a survey (now closed) to help identify the key content building blocks of the perfect local planning website. Once complete the findings will be circulated to Local Planning Authorities to help inform their online service delivery.

The survey should only take a couple of minutes to complete and the more feedback we get – the better the guidance will be. Thanks in advance…

Happy Birthday 1APP – 1 year old

Here’s a topic to get you going.

1App – The Standard National Planning Application Form(s) was 1 year old on the 6th April.

I know you’ll all want to celebrate the single most important step forward in planning in the last 40 years and so I thought (more fool me!) I’d give you an opportunity to voice your congratulations!

You will never know the pain and sheer bloody effort that went into standardising the application forms by so many people; not just at The Portal but policy colleagues, Local Authorities, applicants, ICT suppliers and consultees. Just imagine trying to get 424 LPAs to agree on one set of questions, but they did and with only a little blood on the carpet.

Anyhow 1 year on and things are settling down, I hardly ever get shouted at now (you know who you are) and 1App is here to stay.

We know 1App isn’t perfect, we know in some cases it has made some applications more complex but I believe in the majority of cases 1App has made things better.

We never stop work on this and are constantly seeking to improve it for applicant and LPA even though it may seem at times change comes too slowly. In the last few weeks alone we have made changes to the system to accommodate changes to Householder Appeals legislation, Local Authority re-organisation 44 into 9 and Welsh fees changes – do we complain!

I’ve listed here some of the improvements currently in the pipeline:

The provision of the new Fee Calculator as a standalone facility.

Being reworked to provide lists of applications by status e.g Draft, Submitted, Transferred, Archived. Planning Authorities will see the list of Submitted Applications by default whilst applicants/agents can switch view between status definitions.

Form changes

Following feedback there are also a number of relatively minor form changes in the offing.

This is supposed to be a 2 way conversation so with baited breath and shin guards on I open it up to you – just remember 1App and Planning Application Requirements (validation info) are not the same thing they just happened at the same time.

And now the good news – The Planning Portal by numbers

35% of all applications submitted in England and Wales passed through the Portal (still increasing despite the downturn)

as did 42% of Appeals

In 2008/09 we processed more than 150,000 applications.

We had 6.1 Million visits from an average of 326,000 monthly visitors.

and spread the good word to more than 48,000 subscribers to our weekly newsletter.

Planning Application numbers down again!

Overall the number of planning applications approved in England and Wales in February, according to statistics provided by Barbour ABI was 36,381, down a whopping 37% on February 2008.

Just published stats by the UK Statistics Authority closely mirror those provided by the Portal by showing an overall reduction by 26% during the final quarter 2008 for applications decided (our sources reckon 29.1% for approvals)

The average approved for the most recent 3 months Dec – Feb show a drop to 31.8%.

Building Control and Planning

We’ve talked for a long time about e-enabling BC in a similar fashion to DC and we’ve gone some way to aligning advice to citizens with the Interactive House.
