Planning application volumes dipped slightly in November 2025, with 46,442 applications submitted nationwide. This represents a 4% decrease compared with November 2024 and a 12% drop on October 2025. Here, we break down the key planning application statistics in this month’s Market Insight Report.

Application types

Full planning applications were up 7% compared to November 2024 but down 10% on October 2025, reflecting the particularly strong activity seen in September and October this year.

Householder applications were down 7% compared to both November last year as well as October this year.

  • Larger home extensions also fell by 3% year-on-year
  • Outline applications were up 38% compared to November 2024

Regional trends

Compared to November 2024, application levels varied across the UK:

  • London and Yorkshire and the Humber both saw a 4% decrease compared to November last year. In London, this was 338 fewer applications
  • Wales recorded the largest increase, up 12%
  • The North East followed, with a 9% increase

Year-to-date picture

Year-to-date, all English regions have submitted more applications than last year. Wales is the only exception, with a 2% decrease compared to 2024. The East of England has seen the strongest growth, with a 10% increase year-to-date, and over 6,300 more applications. The North West and North East both recorded 7% increases.

Applications usually slow down in November and December, and 2025 has followed a similar pattern. However, this year saw notably stronger activity in March, September and October, bucking the downward year-on-year trend observed over the past five years. November marks a return to form, setting expectations for a quieter close to the year while providing a clear benchmark for how activity may rebound in early 2026.
