June’s Market Insight Report is now available

Welcome to June’s issue of the Planning Portal Market Insight Report, where we report on the latest figures for applications submitted online via the Planning Portal.

There was a total of 47,298 applications submitted through the Planning Portal in June 2024. This is 12% lower than the total number of applications that were submitted in June 2023, showing a large decline, one of the biggest seen this year.

This month we saw a 6% decline in submissions than last month. This mirrors what we saw happen in 2022 over the same months.

The regional view

This month, every region in England saw a percentage decrease against May 2024, with Yorkshire and The Humber and the East of England seeing the largest proportional decrease (8%). The highest decrease was in London who saw 619 fewer applications compared to the month prior.

Wales had 133 applications fewer compared to the month prior, a 7% decrease from May 2024.

The general trend compared to the same month a year prior shows a double digit percentage decrease for all regions apart from the North East. The biggest decrease (of -16%) was seen in the East of England.

The South-East and London once again received the highest volume of applications, with 9,553 and 9,324 respectively.

Compared to the highest volume increase of 371 application submissions in London.

Wales had an additional 61 applications compared to the month prior, a 3% increase from April 2024.

The general trend shows a single digit percentage decrease for all English regions, whilst Wales saw a 12% increase compared to June 2023. The largest decreases of 8% were seen in the North West and West Midlands.

The South-East and London once again received the highest volume of applications, slightly either side of 10,000 applications respectively.

The map below shows the percentage change in the number of applications submitted per region in June 2024, compared with June 2023.

Applications by type 

The table below shows how applications by type have risen or fallen, compared with June 2023.

Householder (-13%), full (-19%) and outline (-%) planning applications have all declined compared to May 2023. This could be attributed to several potential factors, but the decline mirrors the continued decrease in submission volumes that we have seen since the middle of 2021.

Prior approvals from commercial to houses and agriculture to commercial had the largest percentage increase (58% and 55% respectively). However, this only made up a small proportion of overall applications.

Householder and Associated applications

Householder applications are down over 2,000 against June 2023 and down just over 1,000 from May 2024.

In total in 2024 there have been over 11,000 fewer household applications than the same point last year.

Lawful development applications remained very close to last year, with a slight decrease across the board of 6%. There was a slight decrease of 24 applications compared with the previous month (May 2024).

Full Planning applications 

Full applications also dropped by around 2,000 against June 2023, with a monthly decrease of just over 600 compared to May 2024.

The change from May to June tends to vary for full applications, with an average of 99 less applications in June between 2021-2023. The decrease of 627 applications is far higher than expected.

A series of changes that have increase the scope of permitted development rights for solar projects, change of use to dwellings, and agricultural buildings continue to shift more submissions from full planning to prior approval.

Outline applications decreased by 36% compared to June 2023, with a decrease of 147.

Planning fees processed for online applications 

A total of £20,265,858 in planning fees was processed in June, around 9% lower than June 2023. Over £4 million less than in May 2024. This broadly aligns with the combined effect of falling submission numbers.
